National means whichever country the edition is for, so the same step reads US news on the United States edition and French news on the French one.
Get local newsGet the latest headlines about one place: a town, city, region or country. Google works out which place you mean, so the result says which one it settled on: ask for 'Bay Area' and it reads 'San Francisco Bay Area'. A name it cannot place comes back as an error rather than as the country's news, which is what the feed does on its own.
Search newsSearch Google News for articles matching some words, optionally narrowed to a date range or to particular news sites. This searches the whole index rather than the ranked front page, and returns about a hundred articles: the step behind a daily brief on a subject, or a watch on a company name.
